Solana Policy Institute CEO Says Clarity Act Has 10% Chance of Passing Before Midterm Elections

Solana Policy Institute CEO Miller Whitehouse-Levine said the window for the Clarity Act to pass before the November midterm elections is closing quickly. According to Odaily, he made the remarks at the Wyoming Blockchain Symposium 2026 and estimated the bill has about a 10% chance of becoming law before the midterm elections.Whitehouse-Levine described the bill as being in "August recess purgatory" and said the Senate has worked on the legislation for more than a year. He added that it is becoming increasingly difficult to complete the process as the current Congress runs out of time.He said a procedural motion planned for September 15 is only the first of several votes needed to advance the bill, and said he remains "hopeful, but realistic about the odds."His view is more pessimistic than prediction markets. Polymarket shows a 21% chance that the Clarity Act will be signed into law by year-end, with more than $7 million in trading volume, while Kalshi shows a 23% probability, down from 50% less than a month ago.
