California Gov. Newsom signs bill restricting meme coins tied to public officials

California Gov. Gavin Newsom on Sunday signed legislation that bars public officials from issuing meme coins and restricts cryptocurrency platforms from offering certain tokens linked to politicians to California residents.Assembly Bill 2409, authored by Assemblymember Avelino Valencia, is aimed at preventing public officials from using their positions to profit from speculative digital assets. The measure was among several consumer protection and government ethics bills signed by Newsom on Sunday.Under the law, California public officers and certain public employees will be prohibited from issuing meme coins. Digital asset service providers also will be barred from listing for California residents meme coins issued on or after Jan. 1, 2027 that use the likeness or image of a federal, state or local public official.The measure gives California's attorney general and certain local prosecutors authority to bring civil actions to enforce the restrictions. Courts may also order profits obtained in violation of the law to be surrendered.The legislation adds another state-level restriction to the evolving U.S. regulatory landscape for digital assets. While AB 2409 is narrowly focused on tokens associated with public officials rather than the broader cryptocurrency market, it could affect which meme coins exchanges and other digital asset providers make available to California customers.The measure also highlights growing scrutiny of the intersection between cryptocurrency, political influence and financial conflicts of interest. Valencia has argued that politician-linked tokens create opportunities for public officials to profit from their positions and could allow special interests or foreign actors to purchase assets connected to government officials.The legislation comes after President Donald Trump launched his own meme coin in 2025. Newsom specifically cited Trump's token in announcing the new California law Sunday.AB 2409 attracted bipartisan support in the California Legislature. The Senate approved the final measure 40-0, while the Assembly voted 78-0 to concur with Senate amendments before sending the bill to Newsom.Meme coins are cryptocurrencies whose value is typically driven heavily by online attention and speculation rather than an underlying business or conventional financial asset.
